Samsung and other tablet manufacturers embedded the IR blaster on side ( mostly right side) of the tablet as per the hardware design.
When you use the Peel Smart Remote app, it needs to send the remote signals through IR blaster and more importantly it needs to be on same line of sight.
Hence, the app layout is designed to align with the IR blaster placement.
